The implementation of law only leads to justice when the one implementing it is just and pious.
In the view of Imam Khomeini, we cannot speak of implementing laws while ignoring the ethics and moral competence of those who carry them out.
The issue is not just whether the law itself is correct.The real issue is who implements it, with what intention, and how.
When the implementer strays from justice, even a correct ruling can be diverted from its true path.
Imam Khomeini once on a occasion said as following:"A judge who is not just and polite cannot properly implement God’s ruling. A jurist who is a prisoner of his own desires may interpret religion in accordance with his own interests."
